Project Description: With the varied functions occurring at the Kelly Air Force Base since its founding, an understanding of effects on the environment are of paramount importance to the success of its redevelopment. Saldana's approach to the assessment of Kelly Air Force Base facilities was based on two main areas: the built environment and the community surrounding it. Understanding the community's concerns through feedback given on questionnaires informed our team about the perception of their facility. Employees of the base were invited to participate in the data collection by filling out the questionnaires pertaining to the facilities most affecting them.

The second aspect of the assessment was implemented by our team consultants with thorough documentation of existing conditions. The entire project was divided into two main areas of concentration: subsurface exploration and built environment.

The subsurface exploration includes an all-encompassing geotechnical report that gives the team the best possible understanding of the existing subsoil conditions throughout the site. Evaluation of subsurface materials and conditions reveals the amount of environmental clean up that may be required. This evaluation includes in-place conditions of the subsurface soils through field penetration tests; observation of groundwater conditions at the site; and, laboratory tests to confirm subsurface conditions. Our consultants l conducted a thorough investigation of all portions of the existing structures and site during the early budget development phase. This information became part of the comprehensive direction and timeline of the entire project.

Project Description: The assessment of the built environment of the facilities at Kelly was also a comprehensive search for any potential risks to the health, safety and welfare of future inhabitants. The Assessment of existing conditions of the project was divided into five phases:

Phase I - Operational Program - overall conditions of the Base through a series of fact-finding exercises.

Phase II - Facilities Inventory - the documentation of existing conditions of all buildings in the program.

Phase III - Analysis - analysis of questionnaires and other collected data.

Phase IV - Cost Estimating - this includes the overall cost estimating techniques used by the profession.

Phase V - Presentation to Community - Disseminating of information gathered to community groups and representatives.
